The multimodal transportation systems that support human activities have a profound impact on our communities. By enabling the safe, convenient movement of people and goods between homes, jobs, shopping, and recreation, these systems are essential to maintaining our quality of life and accommodating future growth and economic development. They are greatly affected by engineering constraints, environmental impacts, funding limitations, and public opinion—creating a challenging task for those who plan, engineer, and build our highways and byways. The planning and engineering services provided by LSA’s transportation specialists grow from a deep understanding of the complex relationship among transportation, our communities, and our environment. Treasure Island Traffic LSA was recommended by the City of Laguna Beach to prepare the traffic impact analysis for Treasure Island Resort, one of the more controversial projects in Laguna Beach, California. Using County Congestion Management Program guidelines, LSA prepared the level of service impact assessment at intersections and arterials within the project's sphere of influence and conducted detailed operational analysis of the resort dropoff/valet areas, beach dropoff areas, and individual turn movement operations at the access locations. LSA also prepared the parking management plan for the resort, incorporating monitoring and shared use of an adjacent retail/commercial parking area.LSA attended Planning Commission hearings and City Council meetings in support of the traffic analyses and their findings. The project was approved by the Coastal Commission and is now open as The Montage Resort. |
