Puente Hills Resource Management Plan
Client: Puente Hills Landfill Native Habitat Preservation Authority
Location: Puente Hills, California

Puente Hills Resource Management Plan

LSA is preparing a Resource Management Plan for this 3,814-acre preserve in Puente Hills with a set of management goals and tasks to ensure the long-term protection of wildlife and their habitats, including special-status plant and animal communities. The mission of the Habitat Preservation Authority is to preserve habitat while allowing recreational uses that do not adversely affect natural resources. The main components of the RMP include Habitat Restoration, Fuel Modification Management, Trails Plan, Interpretive Element, and Cultural Resources Management. The plan considers the relationships among all the resources, as well as potential conflicts with recreational activities and adjacent land uses. Initially, the team gathered all available literature and site-specific survey data to develop a baseline of resources from which to build upon and develop prescriptions. LSA assessed existing trails and open space amenities to identify recreation conflicts or potential conflicts with appropriate resource management needs. A panel of experts has reviewed the draft RMP to guide the final steps toward completion.

The review was initiated by gathering all available literature and site-specific survey data to develop a baseline of resources on which to build and to develop prescriptions in the RMP. The baseline data include soils, habitat, and wildlife inventory; sensitive species; cultural resources; fire history; and existing public use areas and trails. A draft RMP was prepared and reviewed by a panel of experts to help guide the final steps in completing the RMP. The comments and recommendations from this review were incorporated along with the results of additional surveys. LSA also prepared an Initial Study/Mitigated Negative Declaration addressing potential environmental effects associated with the RMP.
