Pacific Street Bridge
Client: Flatiron Constructors, Inc.

Pacific Street Bridge

The project consisted of replacing the existing at-grade Pacific Street crossing of the San Luis Rey River with a bridge designed to safely pass the floodwaters of a 100-year storm and provide a permanent second access to the Oceanside Harbor. The existing at-grade Pacific Street crossing of the San Luis Rey River channel is adjacent to the Pacific Ocean in the City of Oceanside, in the County of San Diego, between Pacific Street on the south and Harbor Drive on the north. Following the award of the construction contract, the contractor, FCI Constructors, Inc. (FCI), proposed a revised construction approach to use fill as a platform for construction equipment to provide benefits with regards to schedule, intensive noise impacts, and water quality.

In addition to proposing the use of fill, FCI also negotiated with the North County Transit District (NCTD) to allow access to the site from the south through the existing NCTD right-of-way. This additional access allows FCI to route construction traffic away from the Oceanside Harbor commercial district, which is already constrained due to the construction staging areas and road reconfiguration.

The environmental documentation and permits only authorized the original construction approach. Therefore, it was necessary to update several documents and obtain modified permits from the California Department of Fish and Game, the United States Army Corps of Engineers, and the California Coastal Commission. No modifications were required for the Regional Water Quality Control Board Water Quality Certification. LSA prepared the following documents in support of this effort:

  • EIR Addendum
  • Draft Environmental Reevaluation
  • Draft Section 4(f) Temporary Occupancy Analysis
  • Coastal Development Permit Amendment Application
  • Section 404 Nationwide Permit Notification
  • Streambed Alteration Agreement Amendment Request

Revised permits and authorization from the lead and responsible agencies were successfully obtained, and the project was recently completed using the revised construction approach. LSA also conducted a noise study to evaluate the potential noise impacts from pile-driving activities on nearby wildlife. This project was nominated for the Association of Environmental Professionals’ Outstanding Environmental Solution award for 2007.
