Berkeley Affordable Housing

The City of Berkeley, despite the adoption of progressive policies governing housing choice and cost, continues to suffer from a  shortage of affordable housing. However, the City has recently seen an uptick in proposals for below-market rate housing developments, partly as a result of the federal government’s economic stimulus efforts, which are directing funding to affordable
and other community development efforts. City staff recently selected LSA to prepare NEPA documentation for four such projects, listed below. LSA prepared customized NEPA documentation for each project that fulfilled the environmental review requirements of the U.S. Department of Housing and Urban Development. This environmental documentation was used to support a Categorical Exclusion or Finding of No Significant Impact for each project and to help each developer secure project financing.

Individual projects include the following:

  • 1200 Ashby Avenue mixed-use project
  • Amistad House project
  • Erna P. Harris Court project
  • Harmon Gardens project.
