The San Joaquin Valley Air Basin includes eight counties, from San Joaquin County to Kern County. It is possibly the largest air quality planning region in the U.S.; it is currently classified as a nonattainment area for federal health standards for ozone and particulate matter less than 2.5 microns (PM2.5). To meet the challenge of complying with the Clean Air Act, including the conformity rule, and to allow federally-funded transportation projects to proceed, Tulare County Association of Governments (TCAG) sought highly specialized services in air quality planning and modeling, transportation planning and modeling, SIP development and conformity analysis. LSA, as part of a team led by Cari Anderson Consulting, is providing technical assistance and training in air quality planning and conformity issues for TCAG. The air quality services also include monitoring rules, regulations, and legislation developed by regional, state, and federal agencies and advising TCAG.
