The City of Stockton, San Joaquin Council of Governments, and Caltrans are proposing to widen approximately 8 miles of the Interstate 5 mainline within the freeway median. A mixed flow lane alternative and an HOV lane alternative were included in the evaluations. In addition to the mainline improvements, the project also requires construction of two new interchanges and reconstruction of two existing interchanges. Auxiliary Lanes between interchanges were also evaluated, as well as noise barriers at key locations. LSA prepared all the technical studies and an EIR/EA document following Caltrans templates and format requirements to complete CEQA/NEPA environmental review. LSA also played a key role during the permitting process, including preparing the permit applications and assisting with coordination between Caltrans and the resource agencies.
