In 1979, the City of Boulder changed direction in transportation planning by focusing on pedestrian, bicycle, and transit mobility rather than roadways. Since that decision, the City has become nationally recognized as a leader in providing alternative modes for effectively addressing mobility. LSA was retained to update their Transportation Master Plan (TMP). The TMP update focused on four unique, related areas. The first area was defining and planning for multi-modal corridors, which required understanding the dynamics of transportation facilities and land use and the design for solving transportation demand. The second area was regional connections, emphasizing partnerships with Boulder County and adjacent cities. The third area, “Travel Demand Management,” identified a toolbox of programs and improvements; it included methods of implementation and performance measuring through Transportation Management Organizations. The fourth area was creative and innovative funding strategies. The EPA cited the Boulder Transportation Master Plan Update as an example of good, smart growth planning.
The plan received the National ITE Transportation Practices Best Practices Award and the Denver Regional Council of Governments Metro Vision Award.
