The City of Oakland selected LSA to prepare an EIR to evaluate the environmental impacts of Measure DD, a $198-million municipal bond measure passed by Oakland voters. Measure DD authorized the City to issue bonds that fund two types of activities or actions: those that would provide improved or new recreational opportunities for Oakland’s citizens and those that would improve water quality at Lake Merritt and creeks located throughout the City. Included in the list of projects was the reconfiguration of Lakeside Drive, Lakeshore Avenue, 12th Street, and other streets and the potential impacts related to traffic, air quality, and noise.
LSA’s cultural resources staff also prepared technical reports in support of the EIR for this complex project as well as NEPA-related documentation for the 12th Street reconstruction project because the City sought funds from the Federal Highway Administration for some aspects of the project. Construction of major elements of the project began in 2009. LSA continued to assist the City in 2011 by reviewing the 12th Street Reconstruction Project Noise Control Plans for Phases 1 and II to ensure consistency and conformance with the EIR mitigation measures.
