In 2007, LSA managed the comprehensive update of the City of Millbrae Zoning Code. Over the years, the zoning code had become increasingly outdated, was updated in piecemeal fashion, and was not consistent with the General Plan. The new code expanded and modernized existing definitions, including deleting obsolete terms and defining and/or clarifying remaining land use terms; it also eliminated inconsistencies within and between many sections. In addition, the new code sought to reduce complexity by decreasing the number of different zoning districts and land use categories so as to better meet current and future development needs without compromising governance. Existing, informal practices were codified and new regulations were established for drive-through facilities, home businesses, outdoor dining uses, outdoor display of merchandise and other uses. For ease of use, the code’s content was reorganized and text was streamlined. After considerable public input, the update was adopted by the City Council and zoning-related graphics were refreshed for consistency.
