The Riverside County Transportation Commission, in cooperation with Caltrans, contracted a multi-disciplinary team to prepare engineering and environmental documents for the SR-91 CIP. LSA is responsible for the preparation of the EIR/EIS and technical studies. The SR-91 CIP involves preliminary engineering for preparation of a Caltrans Project Approval Document and EIR/EIS for improvement of the existing SR-91 (between the SR-91/SR-241 interchange and Pierce Street) and the I-15 (between the I-15/Cajalco Road interchange and the I-15/Hidden Valley Parkway interchange). Improvements consist of the addition of one general purpose lane in each direction either with the existing high occupancy vehicle lane or the extension of the existing two express lanes from Orange County. Other improvements include widening existing structures and realignment and reconstruction of existing exit and entrance ramps at interchanges within the project limits. The project will also study direct connectors to link I-15 to the toll lanes and potentially extend this connection five miles south along I-15.
