South Coast Medical Center Parking

LSA was selected by South Coast Medical Center on a referral from the City of Laguna Beach to conduct a parking demand analysis and prepare a parking management plan for the hospital as part of the approval of the Cancer Center. LSA conducted site surveys of the campus to understand the parking conditions and sensitive issues on the campus and with the adjacent neighbors. LSA then requested and collated patient and employment statistics as well as operational data for the entire hospital for the past five years. These data included employment categories, employment volume, shift changes, patient scheduling (both in-patient and out-patient) deliveries and service, security, and administration. LSA also reviewed Air Quality Management District records for Regulation XV compliance to ascertain transit utilization and pedestrian bicycle use. Based on the analysis of the data, individual parking curves were generated for each element of the hospital usage. These individual curves were aggregated by parking field, and the parking field accumulation was documented. LSA created a multidimensional use profile that could be manipulated by either demand factor (i.e., the person parking on campus) or location factor (i.e., the parking areas on campus). Specific issues related to demand and supply, location, and internal circulation could then be addressed. The results of the analysis indicated a campus requirement of 830 parking spaces. LSA then drafted policy and implementation measures to ensure the provision of adequate parking through the development of the hospital Cancer Center and overall Master Plan. These measures addressed employee shifts and parking, demand management and transit utilization, and other site-based measures.
