LSA has prepared several technical analyses for the Our Lady Queen of Angels (OLQA) church and school expansion project. Starting in 2001, LSA documented the existing traffic and parking characteristics of the project site, including the previous St. Mark’s Church, which was acquired by OLQA. LSA also prepared various guidance documents that will govern traffic and parking during the construction and operation of the project. These include a Construction Parking Management Plan, a Parking Management Plan, and a Drop-off/Pick-up plan for the OLQA school. The Construction Parking Management Plan outlined the anticipated parking demand for the church and school during each phase of construction. Based on the planned construction activity in each construction phase, LSA prepared a detailed plan to guide parking operations during each construction phase and to demonstrate that adequate parking could be provided. A Parking Management Plan was also prepared for the church and school to use at project completion. The Parking Management Plan provided a forecast of parking demand based on anticipated attendance and outlined strategies to accommodate overflow parking during peak holiday periods.
