Mid-County Parkway (MCP) is a new highway planned to accommodate future growth and relieve congestion in Western Riverside County. As the environmental team leader, LSA continues to work with the Riverside County Transportation Commission, Caltrans, Federal Highway Administration, and natural resources agencies to deliver a Tier 2 (construction level) EIR/EIS and supporting technical documents, including a Natural Environment Study. LSA conducted a jurisdictional delineation, habitat mapping, and focused surveys for 22 threatened, endangered, and other special status species. LSA worked collaboratively with the project team and natural resources agencies to refine the project design to minimize impacts on the natural environment and ensure project compliance with requirements of the Western Riverside County Multiple Species Habitat Conservation Plan. LSA also prepared a 404(b)(1) Alternatives Analysis and Conceptual Mitigation Plan, as required for the 404/NEPA integration process.
