LSA prepared an Initial Study/Environmental Assessment (IS/EA) for environmental compliance with CEQA and NEPA requirements for the replacement of Van Buren Boulevard Bridge over the Santa Ana River. Technical studies were conducted to support the IS/EA and for compliance with requirements of the Endangered Species Act, Clean Water Act, California Fish and Game Code, and Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP).
Biological technical reports included preparation of Natural Environmental Study, MSHCP Consistency Assessment, Jurisdictional Delineation, and Biological Assessment in support of Section 7 consultation to address potential impacts to Santa Ana sucker (federally threatened) and least Bell’s vireo (federally and State listed endangered). LSA conducted surveys for least Bell’s vireo, arroyo toad, western burrowing owl, and special status plants, and was responsible for surveys for the Santa Ana sucker. LSA also obtained Nationwide Permit Authorization pursuant to Section 404 of the Federal Clean Water Act, a Streambed Alteration Agreement pursuant to Section 1600 et seq. of the California Fish and Game Code, and Water Quality Certification pursuant to Section 401 of the Federal Clean Water Act.
LSA is currently monitoring the project construction for compliance with regulatory permits.
