While serving as the contract Planning Department for the Town of Colma, LSA planners coordinated development of 63 townhouse condominium units on former agricultural/industrial lands within walking distance of the South San Francisco BART station. Also included was development of a mini-park located on adjacent property owned by the San Mateo County Transit District (SamTrans) with provision of linkages to a multi-jurisdictional linear park. LSA staff refined the site and architectural design with the development team and conducted a comprehensive environmental review. Entitlements included a Planned Development rezoning, Design Review Permit, and the tentative and final subdivision maps. Managing the permitting process required extensive coordination with SamTrans, BART, the City of South San Francisco, the San Mateo County Flood Control District, and other State and regional permitting agencies.
In addition, LSA planners, working on behalf of the Town, negotiated the purchase of a unit within the development and its dedication as an income-qualified residential unit. LSA also developed specific policies and procedures to apply to the management of the unit.
