The South San Francisco office of LSA was hired by the City of Millbrae to work as an extension of Planning Department staff on entitlement processing and environmental review for a replacement Safeway store located in downtown Millbrae. The project included the demolition of the existing 37,094 square foot store and construction of a 59,001 square foot podium-style store directly above surface level parking, resulting in an increase of 63% in floor area. The new layout and site design improves traffic flow and will provide outdoor seating on the second floor to create a vibrant streetscape for customers.
Evaluation of the project was challenging due to factors such as easement constraints and issues ranging from traffic and circulation to cultural resources, including the proposed relocation of two historic murals. The extremely controversial project was ultimately approved as LSA processed the project adeptly and efficiently, with complimentary feedback from both the development team and the City.
