LSA has been providing as-needed wetlands and endangered species permitting and associated technical services to San Francisco International Airport (SFO) on a continuous basis since 1995. Following completion of the successful Master Plan permitting efforts in 1996/1997 for the fill of 17 acres of jurisdictional features, LSA worked with SFO on obtaining a new Section 404 Individual Permit to fill approximately 14 acres of wetlands and watercourses for the Consolidated Wetlands Fill Project (CWFP). LSA conducted the necessary technical studies (e.g., wetland delineations, endangered species surveys, etc.) and prepared permit applications and supporting documentation. An Individual Permit was issued for the project in 1999. As a result of CWFP permit requirements, LSA planned, developed, and implemented two key wetland mitigation projects that were the foundation of the CWFP mitigation program: 1) the Outer Bair Island Wetland Creation and Enhancement Project; and 2) the Adaptive Management Plan for the West-of-Bayshore Property.

From 2004-2009, LSA assisted SFO with addressing the FAA’s wildlife hazard management requirements. This work included wildlife education/training services, review of wildlife hazard management procedures following bird strike incidents, and guidance related to new wildlife management techniques and associated federal regulations. LSA is currently working with SFO on obtaining a Corps Individual Permit for the fill of approximately 3.5 acres of wetlands for an FAA-mandated runway safety area improvement project. As part of this effort, LSA conducted a wetland delineation of the runway ends, which required an intensive examination of ponding patterns and implications of introduced fill material in the study area. LSA is also preparing all of the permit applications and supporting documentation, including a 404(b)(1) Alternatives Analysis and a Biological Assessment for submittal to the USFWS and NMFS. In addition to leading the regulatory permitting tasks for the project, LSA is providing technical biological support for the preparation of the project’s CEQA and NEPA documentation.
