The March 2006 Settlement Agreement for the Licensing of the Oroville Facilities (Oroville Dam) Federal Energy Regulatory Commission Project No. 2100 provided a supplemental benefits (SBF) fund of $61 million to the City and Committee to invest in recreational and related projects to stimulate the local economy and improve the quality of life in Oroville and surrounding communities. LSA served as a subconsultant to Economic & Planning Systems, Inc. in the preparation of a Regional Fund Strategic Plan, which is intended to provide a fair and consistent process to guide expenditures in a manner that optimizes the goals set for the SBF fund. LSA’s contribution to the Regional Fund Strategic Plan consisted of the following tasks: 1) identifying assets, opportunities, and constraints to local backbone infrastructure and public facilities as they relate to economic development potential; and 2) identifying and evaluating existing local recreational and tourism resources and opportunities to use SBF funding to improve these resources, including leveraging existing and planned future recreation and tourism development and infrastructure.
