To create livable communities, LSA’s community and land use planning services integrate physical planning with urban design; the planning of economic development, transportation, historic resources, open space, and infrastructure; environmental management; and community participation. LSA's understanding of development planning, environmental processes, infrastructure systems, and the public interest results in feasible and solutions oriented recommendations.

LSA and its staff have won awards and have received client recognition for the ability to translate community character and values into concrete planning terms and workable projects. LSA has successfully designed and implemented numerous community participation programs in highly controversial situations. Community participation and discussion of project issues based on a mediation model rather than on conflict, argument, and “positional bargaining” are hallmarks of our work, earning LSA a reputation as innovative, issues oriented, and sensitive to community and project needs.

LSA has dealt successfully with a wide range of community planning issues, including performance standards for public services and facilities; coordinating land use policy between city, county, and public service agencies; protecting sensitive environmental resources and alleviating traffic congestion while accommodating new residential, commercial, and industrial developments; formulating design guidelines that build upon community character and existing cultural and environmental features; and performance-based development standards for private development projects.

Napa Valley Expo

The 34-acre Napa Valley Exposition is a unique Fairgrounds in the heart of the City of Napa, drawing over 120,000 people to events throughout the year. The Napa Valley Expo is governed by the 25th Agricultural Association and a nine member Board appointed by the Governor of California. The Fairgrounds enjoy proximity to the Napa River, the Napa Valley Wine Train, and the recently opened Copia, the American Center of Wine, Food, and the Arts. The Napa Valley Expo is not only home to the Napa Town and Country Fair but also hosts the Mustard Festival Marketplace, Napa/Solano Home and Garden Show, and numerous fund-raising events for local organizations and is an integral events facility for the community. The Napa Valley Expo is a community cultural center, a gathering place for the County that represents the varied and changing interests of Napa County residents.

LSA prepared an assessment of existing infrastructure for the Fairgrounds. This background will assist the Expo in evaluating future opportunities as the first phase in outlining development goals for the Expo to participate in the continued revitalization of downtown Napa. Initially, LSA assessed the physical character of the Fairgrounds property, surrounding area, and infrastructure capacities (sewer, water, stormwater) and provided general events and programming information in an Existing Conditions report. The current phase includes a series of interviews with individual Board members and external (i.e., City of Napa) and internal (i.e., vendors) stakeholders. The information acquired from these interviews and from a public forum in April will become the “context” for understanding the opportunities and constraints for future development at the Fairgrounds. The Board has accepted LSA’s report and is currently considering moving ahead with developing a Master Plan.

Livermore General Plan Update
 

Livermore General Plan Update and Environmental Impact Report

LSA assisted the City of Livermore with the preparation of the City’s General Plan Update. LSA’s contribution to the General Plan document (prepared by DC&E) was the preparation of the conservation and open space, public safety, and noise elements. Additionally, LSA was tasked with evaluating the Draft General Plan, and preparing the Public Review EIR and Response to Comments documents. The EIR plays a dual role, as it also covers a Specific Plan which was simultaneously being prepared for Downtown Livermore. Throughout the General Plan process, LSA participated in the Steering Committee meetings and prepared deliverables that helped to define policy direction and develop and evaluate alternative development scenarios.

 
 

Hollister Hills SVRA General Development Plan Amendment

LSA prepared a General Development Plan Amendment (GDPA) and EIR for a 3,200-acre addition to the existing Hollister Hills State Vehicular Recreation Area (SVRA). The Resource Element summarizes and evaluates data from a Resource Inventory, prepared by LSA in 1994; sets forth management objectives for the natural, cultural, recreational, and visual resources of the park; and describes specific actions required to achieve these objectives. The Land Use and Facilities Element is a long-range development plan that includes proposed use areas that define areas for recreation, buffers created by legislation, buffers created to buffer noise, and resource protection areas. The Facilities Plan recommends and describes specific trail locations and recreational facilities within the use areas including trails for motorcycles, four wheel drive vehicles, and camping and picnicking facilities. As prime consultant, LSA managed a multi disciplinary team with expertise in trail design for off-highway vehicles (OHV), landscape architecture, public participation, cultural resources, traffic, OHV noise, visual impacts, geology, and wildlife ecology. Primary issues include noise and its impact to adjacent residences, traffic accessing the park through the town of Hollister, and potential impacts to wildlife and vegetation.
