New CEQA Guidelines Adopted by the Bay Area Air Quality Management District
On June 2, 2010, the Bay Area Air Quality Management District (BAAQMD) adopted updated CEQA Guidelines, establishing new thresholds of significance for evaluating the environmental effects of greenhouse gas emissions (GHG). In addition to the GHG thresholds, which were developed to ensure that the Bay Area meets the State’s plan to address climate change, the updated CEQA Guidelines lowered the thresholds for annual emissions of reactive organic gases, nitrogen oxides, and particulate matter (PM10) and established a new significance threshold for fine particulate matter (PM2.5). How will this affect your project?
- All of the CEQA thresholds of significance became effective as of June 2, 2010 except for the risk and hazards thresholds for new receptors, which will become effective on January 1, 2011.
- BAAQMD policies apply to projects for which a Notice of Preparation is published, or environmental analysis begins, on or after the applicable effective date.
- Projects that exceed the thresholds will require analysis of GHG emissions in an Environmental Impact Report.
