Rick Harlacher
Rick Harlacher

Rick Harlacher is a general biologist and wetlands specialist with over 28 years of professional experience on a variety of wetlands and biological resources projects throughout California. He joined LSA in 1990 after 11 years with the Corps of Engineers. As Manager of the Rocklin office biology group, Mr. Harlacher is responsible for the preparation and review of biological studies and technical reports, including wetland delineation and functional assessment, vegetation and wildlife surveys, impact analysis, endangered species assessment, and mitigation planning. He develops regulatory strategies and works extensively with resource and regulatory agencies to secure various approvals and permits, including State and federal permits, for both private and public sector clients. Mr. Harlacher has served as an expert witness and consultant on several projects involving wetlands and biological resources issues.

Bioll Mayer
Bill Mayer

Bill Mayer, Managing Principal of the Rocklin office, joined LSA in 1983. He has extensive experience in planning and environmental review and is responsible for managing individual projects and producing planning and environmental documents. Mr. Mayer’s specialty is the preparation of environmental documentation and permitting for transportation and roadway improvement projects. Projects that he manages include freeway interchanges, roadway improvements, and bridge replacements having both State and federal funding; and complex permit requirements, environmental review, and resource agency coordination.
