Malcolm Sproul |
Malcolm Sproul has been with LSA since 1979. With over 35 years of experience, Mr. Sproul specializes in environmental planning and natural resource management for both public and private clients. He is responsible for management of both in-house and multi-disciplinary project teams related to large and complex projects. He serves as principal-in-charge and manages preparation of natural resource management plans for public and private lands. He also acts as Principal-in-Charge for threatened and endangered species surveys and habitat assessments for listed species throughout California and for wetlands delineations conducted by LSA in northern California. |

Ross Dobberteen |
Ross Dobberteen, Ph.D., specializes in all aspects of wetland delineation, assessment, permitting, and mitigation, as well as state and federal permit acquisition. He has over 23 years of field survey and construction monitoring experience with projects involving wetlands and protected species. Dr. Dobberteen also has considerable expertise in right-of-way management in wetland areas, as well as with the use of created wetlands for water quality improvement services. His approach to design and implementation of mitigation and construction monitoring programs is formed by the rigorous application of science and policy. Dr. Dobberteen has been with LSA since 1992. |

Steve Foreman |
Steve Foreman has been with LSA since 1998. He has over 33 years of experience as a biologist. His areas of expertise include wetland delineation and permitting, threatened and endangered species surveys and Endangered Species Act compliance, and the design and implementation of habitat restoration and management plans in and around the San Francisco Bay region. Mr. Foreman has managed multi-disciplinary teams of specialists responsible for identifying and assessing impacts on biotic resources; coordinating and completing state and federal permitting associated with development and operation for a variety of types of projects; and developing appropriate environmental mitigation and compliance monitoring measures. |

Stephen Granholm |
Steve Granholm, Ph.D., is a wildlife biologist with 30 years of professional experience in environmental consulting, including 24 years at LSA. Dr. Granholm prepares state and federal permit applications on behalf of public and private clients; designs mitigation and management plans for wetlands and other wildlife habitats; manages comprehensive assessments of biological impacts; conducts surveys for rare, threatened, and endangered animal species; and develops wildlife policy for local governments. He has served as an expert witness on wetlands impacts, and has authored numerous wildlife-habitat documents. |

Roger Harris |
Roger Harris is a Certified Wildlife Biologist with 30 years of professional experience, the last 25 of which have been at LSA. Mr. Harris has managed many of LSA’s capital improvements projects conducted for public agencies and utility companies. His experience with utility corridor projects is particularly extensive, working with multi-disciplinary teams on project siting, design, permitting, and mitigation. He has a M.S. in Wildlands Resource Science from UC Berkeley. His primary research and academic background is in ornithology. He has worked with the wide variety of special-status species including burrowing owl, California tiger salamander, various water birds, and a number of special-status mammals. Mr. Harris specializes in endangered species management and permitting, wetland planning, and native habitat restoration. |

Tim Lacy |
Timothy Lacy is a wildlife biologist who has been with LSA since 1998. He has over 27 years of experience in consulting and has managed multi-year projects that entail coordination of wildlife, botanical, wetland, and cultural resource issues. He has extensive experience and technical expertise in the areas of endangered and threatened species, wetland and terrestrial ecology, natural resource management, and biological impact assessment and mitigation. He is authorized on federal and state permits to handle California red-legged frogs, California tiger salamanders, and salt marsh harvest mice. Some of Mr. Lacy’s responsibilities include development of study plans and budgets, report preparation, supervision of field staff, implementation of survey methods and gathering of field data, and assessment of impacts and development of mitigation measures. |

Laura Lafler

Laura Lafler brings 33 years of professional experience with environmental and land use planning to bear on her projects with LSA. Her range of projects includes State park general plans, trail master plans, resource management plans and community public opinion assessments. Among her client mix are local communities, land trusts, park and open space districts, and State agencies. Through her previous public agency experience, Ms. Lafler is well-versed in local planning issues and entitlements processing and serves as contract planner for cities and districts. She has been a member of the Novato Trails Master Plan Committee and serves as a Board Member for The Olompali People (TOP), Olompali State Historic Park. She joined LSA in 1993. |

George Molnar

George Molnar has more than 30 years of experience in wetland and endangered species regulation and permitting. He has performed numerous wetland assessments, designed and constructed wetlands in a wide range of ecosystems (vernal pool systems, salt marsh habitats, and desert and temperate riparian systems), and created and implemented mitigation plans and regional mitigation banking programs. In addition, he has particular experience in preparing Corps Section 404(b)(1) Alternatives Analyses for large and complex projects. Mr. Molnar also has considerable experience in the management and control of invasive exotic vegetation, having co‑founded the Exotic Pest Plant Councils in both Florida and California.

Sean O'Brien
|
Sean O’Brien, a biologist with more than 18 years of natural resources experience, has been with LSA since 1993. He specializes in wetlands and endangered species permitting, mitigation planning, and biological impact assessments for public and private clients. Mr. O’Brien has extensive experience managing the preparation of regulatory permit applications and associated documentation to secure approvals from state and federal agencies for projects ranging from small in-fill developments to large-scale infrastructure and capital improvement programs. For the past 10 years, Mr. O’Brien has managed LSA’s environmental services contract with the San Francisco International Airport, involving numerous capital projects affecting sensitive natural resources. |
