Michael Amling |
Michael Amling has been with LSA since 1996. Experienced in environmental planning, policy planning, and urban design, he specializes in project management, environmental impact assessment, policy analysis, and site planning. Mr. Amling's expertise in technical environmental issues includes land use consistency, air quality, noise, aesthetics, light and glare, and public services and utilities. His background in policy and urban planning includes preparation and analysis of General Plans and Specific Plans and preparation of open space, recreation, and urban design programs. Mr. Amling is a member of the American Planning Association, American Public Works Association, and the
Association of Environmental Professionals.

Robert Balen |
Rob Balen has been with LSA since 1986. He oversees a variety of projects, including preparation and review of EIRs and planning documents, and development project oversight. Mr. Balen’s experience includes school districts, neighborhood and community plans, Specific Plans, redevelopment strategy plans, Housing Elements, and major General Plan revision programs. He has successfully managed EIRs for several large-scale, controversial projects. He is a member of the Board of Directors for El Sol Academy Charter School, the American Planning Association, and the Urban Land Institute. He is also a California Certified Mediation Consultant and a County of San Diego Approved EIR Preparer. |

Baum, CFO

Jim Baum, Chief Financial Officer, has been with LSA since 1993. Mr. Baum is responsible for the finance accounting, administration, and human resources functions of LSA. Mr. Baum oversees project management and cash management controls, maintenance and monitoring of accounting systems, and preparation of reports to keep management and employee-owners informed of the performance of the firm against predetermined goals and objectives. |

Les Card, CEO
|
Les Card, Chief Executive Officer, has been with LSA since 1984. He directs overall management of regional offices, business and financial plan implementation, and professional development of environmental planning and transportation engineering disciplines. He is experienced in transportation project development, planning policy, and governmental processing. Mr. Card’s specific areas of expertise include traffic impact analysis for new development, preparation of fair-share traffic mitigation programs, phasing plans to balance large-scale land development with off-site mitigation requirements, and trip budgets geared toward maintaining flexibility for land use market orientation. He is a Registered Civil Engineer, Registered Traffic Engineer and a Professional Traffic Operations Engineer. |

Tung-Chen (Tony) Chung |
Dr. Tung-Chen (Tony) Chung has been with LSA since 1997. Dr. Chung has completed more than 650 studies for community and transportation noise analyses, including field measurement, modeling, and data analysis and over 450 air quality studies for transportation facilities, landfills, office buildings, and ocean bay enhancement/sediment management projects. He has also designed and analyzed architectural room acoustics for theaters, studios, workshops, and convention centers, and he has assessed acoustics for hospitals, apartment complexes, office buildings, performing arts centers, and schools throughout the United States. Dr. Chung's Ph.D. in Mechanical Engineering is from the University of California, Los Angeles. |

Steve Conkling |
Steve Conkling started with LSA in 1993. Mr. Conkling is an Orange County Certified Paleontologist. His responsibilities include conducting paleontological resource projects, including paleontological resource evaluation for Environmental Impact Reports, field surveys, literature reviews, design of mitigation measures; directing field monitoring and salvage operations; collecting geological data; completing fossil analyses; and preparing reports. Mr. Conkling also works extensively with local Native American Tribes on complex cultural resource projects. Mr. Conkling develops proactive management and Cultural and Paleontological Resource compliance programs for large, complex projects. He also works with local research institutions on geological, paleontological and cultural resource issues. |

Mona DeLeon |
Mona McGuire DeLeon has been with LSA since 1999. She manages and prepares EIRs, EISs, Initial Studies, Negative Declarations, Specific Plans, and land planning documents. Ms. DeLeon specializes in land planning, policy planning, airport planning, coastal development permits, development processing, and public participation. Her successful environmental analyses include a state fairgrounds, police station, and military base reuse plan. Ms. DeLeon's background in public participation includes organizing and facilitating public meetings, designing public outreach strategies, and working with community groups, politicians, and local governments. |

Jim Harrison |
Jim Harrison has been with LSA since 1994. He both manages and conducts a variety of technical biological studies, particularly botanical assessments and jurisdictional delineations. He works closely with biologists and staff from resource and regulatory agencies to obtain various project-related approvals and permits such as 404 Permits, 401 Water Quality Certifications, 1602 Agreements, and Coastal Development Permits. His technical experience and expertise have involved a wide variety of native plant species and communities throughout Southern California; his project experience includes numerous private-sector development, utilities projects, and public-sector transportation, flood control, and landfill projects. |

Frank Haselton |
Frank Haselton is Managing Principal of LSA's Irvine office. With LSA since 1995, Mr. Haselton specializes in large, mixed-use land development proposals characterized by sensitive environmental and community issues. He has a history of successfully resolving issues and potential conflicts among project proponents, regulatory agencies, and communities via responsible design and effective communication. Mr. Haselton has over 30 years of professional planning experience. He is a member of the California Farm Bureau, the Western Fairs Association, and the American Planning Association. |

Art Homrighausen |
Art Homrighausen has been with LSA since 1988. As manager of the Natural Resources unit in LSA's Irvine office, he directs a variety of biological studies and oversees report preparation for impact assessments, vegetation and wildlife surveys, riparian and coastal wetlands analyses, endangered species analyses, and mitigation planning. He works extensively with planning and regulatory agencies to secure various approvals and permits, including subdivision approvals, Conditional Use Permits, 1602 and 404 authorizations, endangered species authorizations, and Coastal Development Permits. He has participated in open space and habitat restoration planning for more than 100 public works, residential, commercial, recreation, and habitat conservation projects throughout Southern California. |

Meghan Macias |
Meghan Macias has been with LSA since 1999. Her primary responsibilities include the management and preparation of technical traffic analyses, including comprehensive traffic impact analyses, traffic operations analyses, and parking studies. Ms. Macias has extensive experience in the preparation of circulation studies for campus environments, parking master plans, and traffic management plans for special events. In addition, she works closely with LSA’s environmental staff to prepare technically sound and defensible EIR level analyses and traffic sections for environmental documents. Ms. Macias is a member of the Orange County Traffic Engineering Council and the Institute of Transportation Engineers.

Rob McCann, President

Rob McCann, President, has been with LSA since 1989. Mr. McCann oversees the operations of the company's 11 offices. He manages project development activities leading to approval of capital improvement projects, secures permit approvals, obtains project funding, and coordinates among public and private agencies. Mr. McCann has led LSA to its reputation for excellence in the successful completion of environmental documents for transportation projects, particularly those requiring approval by the California Department of Transportation (Caltrans) and the Federal Highway Administration. Over the years, he has developed an outstanding working relationship with various Caltrans staff through his work on a variety of projects, including several on-call services contracts. |

Deborah McLean |
Deborah McLean has been with LSA since 1993. As a Principal for the Cultural and Paleontological Group, Ms. McLean coordinates and directs archaeological projects in compliance with CEQA, NEPA, NHPA Section 106, and Caltrans. She directs archaeological and paleontological projects, oversees subsequent laboratory operations, and prepares technical reports. Ms. McLean is a Registered Professional Archaeologist, an Orange County Certified Archaeologist, and a San Diego County Approved Archaeological Consultant. She is a member of the Society for Historical Archaeology, Society for California Archaeology, and the Pacific Coast Archaeological Society. |

Anthony Petros |
Anthony Petros has been with LSA since 1984. He manages and supervises the transportation function of LSA in California, which includes preparation and review of comprehensive traffic and parking studies, operational and engineering analyses, Project Study Reports/Project Reports, Environmental Impact Reports, and Environmental Assessments, emphasizing coordination of transportation projects with municipal and agency administrators and real estate interests. Mr. Petros’ expertise ranges from large-scale land development and capital projects to small-scale detailed operational analyses. He has been involved in many large master plans for communities and campuses and has developed a site plan and circulation logistics expertise. He is a member of the Institute of Transportation Engineers, and Orange County Traffic Engineers Council . |

Deborah Pracilio |
Deborah Pracilio has been with LSA since 1986. Ms. Pracilio is an expert in the environmental assessment processing procedures for the federal National Environmental Policy Act (NEPA) and for the California Environmental Quality Act (CEQA). She is responsible for project oversight, preparation, and project management of CEQA and NEPA mandated environmental documents for land use, institutional, and capital improvement projects as well as numerous controversial transportation and land use projects. She is also experienced with federal and State resource/regulatory requirements related to protection of environmental resources. Ms. Pracilio is a member of the Association of Environmental Professionals, the American Planning Association, and Women in Transportation. |

Ken Wilhelm |
Ken Wilhelm has been with LSA since 1996. His experience includes the management and preparation of traffic, parking, and bicycle studies throughout California. His primary responsibilities include the management, research, and analysis of regional transportation and planning projects with an emphasis on circulation impact studies for development and capital improvement projects. Mr. Wilhelm has extensive experience in the preparation and review of City Circulation Elements, Environmental Impact Reports, bicycle transportation plans, parking demand analyses, and traffic impact studies. He also assists agencies in acquiring transportation funding through federal, State, and local grant programs. He is a member of the Orange County Traffic Engineering Council and the Institute of Transportation Engineers. |
