Ray Moe
Ray Moe

Ray Moe has been with LSA for over 16 years. He has 35 years of experience in transportation planning and traffic engineering. Mr. Moe is a leader in integration of traffic engineering and travel forecasting. He has assisted communities in the development and evaluation of transportation plans, alternative transportation plans for comprehensive plans, major investment studies, corridor studies, route location studies, and statewide planning. He introduced a mobility index that compares and weights various transportation modes and priority development areas; he has developed transportation guidelines that address all transportation modes, integrating local community standards and regulations; has prepared traffic impact analysis guidelines; and has provided on-call transportation development review for numerous municipalities. He promotes visual presentation techniques, such as GIS and simulation modeling, for presentation of technical results to decision-makers. Mr. Moe invented Pedestrian Level of Service procedures that are being used in communities throughout the United States.
Everett Bacon
Everett Bacon

Everett Bacon started with LSA in 2000 and has been a Principal in the Fort Collins, Colorado office since 2006.  He specializes in the development of travel demand forecasting models and the preparation of long-range multi-modal transportation plans and other technical transportation studies.  Mr. Bacon has led the development of travel models in regions of all sizes, including one covering the expansive Southern California metro area.  In addition, he is an expert in regional air quality issues such as nonattainment, air quality conformity, emission inventory development, and transportation control measure analysis for state implementation plans.  His expertise also includes the preparation of transportation infrastructure improvement programs for local governments and the development community.  Mr. Bacon backs up these primary areas of expertise with practical experience that includes traffic impact studies, transportation data collection, and travel behavior surveys.
